As of November 1, 2016, any construction project or activity that submits plans to the City of Detroit or Michigan Department of Transportation (MDOT) for work within the right-of-way along Woodward Avenue will be required to meet with M-1 RAIL to determine if a TAP is required. If so, the construction firm or special event organizer must submit an application at least 10 days before proposed work/impact is scheduled to commence. There is currently no processing fee for this permit. M-1 RAIL also requires all contractors and their employees who will be working under the permit to participate in a safety workshop.
If your project requires access to Woodward Avenue within 50 feet of M-1 RAIL infrastructure, you must obtain the new Track Access Permission Application (TAP).
Classes are typically every Wednesday and Friday between 8 a.m. and 9:30 a.m. at the Penske Tech Center. As of March 18, 2020, track access permit classes are temporarily suspended due to Covid-19. Please call 313-398-2469 for more info.

Attendees must RSVP for the safety training, as they are only held when groups and/or individuals RSVP.
TAPs define a work zone or activity where the streetcar will be required to operate at a reduced speed. The work crew must have a designated “flagger” – a person who sounds a whistle or a horn to make sure everybody on the crew is aware a train is coming. Construction crews whose work requires a de-energizing of the OCS system will be required to perform work outside of normal streetcar operating hours, unless there is an emergency.
